Restoring Legacy

Revitalizing Community

Reclaiming Our Future

Eliminating barriers, building opportunity, preserving legacy.

From 1865 to 1965, nearly 80 Black communities shaped the foundation of Montgomery County. Today, most have vanished. The Potomac Community Foundation is taking action to protect what remains by investing in education, economic opportunity, and cultural preservation to build a more just and vibrant future.

Our Story

The Potomac Community Foundation (PCF) was created to address a deep and lasting injustice—the displacement, disinvestment, and erasure of Black communities that helped build Montgomery County. We are a community-rooted organization advancing meaningful change by supporting the people and places too often left behind. Emerging from the successful campaign to restore the historic Scotland AME Zion Church, PCF is now leading a broader effort to strengthen educational support for youth, improve access to stable, living-wage careers, and protect the cultural landmarks and oral histories that tell the story of Black resilience. Our work is grounded in partnership—with families, educators, faith institutions, civic leaders, and donors who understand that true progress requires both recognition of the past and commitment to a more equitable future.

At PCF, we don’t just preserve history—we activate it, ensuring it informs how we educate, invest, and empower across generations.

Mission

To eliminate systemic barriers and create pathways to educational access, economic advancement, and cultural legacy preservation for historically underserved Black communities.

Vision

A future where every child succeeds, every adult has access to meaningful work, and every community’s legacy is honored for generations to come.

"Strengthening Montgomery County’s historically Black communities through education, opportunity, and legacy preservation."
